Times Higher Education reposted this
The MAC report is out, and it is unequivocal in its findings: the UK's graduate visa route is NOT subject to widespread abuse, and should STAY. The 'rapid review' from the Migration Advisory Committee was ordered by the Home Secretary James Cleverly, to assess whether the visa route was being used for immigration rather than education. But in key findings it says that the visa is “not undermining the integrity of and quality of the UK higher education system”, but has helped “universities to expand the range of courses offered while making up for financial losses on domestic students and research”. The findings will come as a relief to a sector staring down the barrel of financial chaos if international student numbers are restricted further, but it is yet to be seen how the government will respond. On the main point under review - whether the route is being used to facilitate immigration (often to low-skilled jobs) rather than for educating the "brightest and best", the review makes a series of points: > It appears graduate visa holders are initially over-represented in lower-paid work but their outcomes, including wages, improve over time. Roughly half move on to skilled worker visas, primarily into skilled roles. > Home Office claims that only 23% of students switching from the graduate route to the skilled worker route go into graduate level jobs are wrong. > A high proportion of students (20%) who switch onto the skilled worker route join the care sector. However, the review also raises some areas of concern, including the potential for recruitment agents to provide misleading information. And it is likely that politicians who want to further reduce net migration will latch on to the question of which universities graduates on the visa attended. Most of the growth is from non-Russell Group universities’ postgraduate courses, which account for 66% of all graduate visas. Even prior to the report's release, critics were making the case that this was inconsistent with the goal of attracting and keeping the "brightest and best". You can see the breakdown of which universities graduates on the visa route attended, based on THE World University Rankings gradings, in the graph from the MAC report below. But Brian Bell, professor of economics at King's College London and chair of the MAC, said the graduate route “is a key part of the offer that we make to international students to come and study in the UK”. “The fees that these students pay helps universities to cover the losses they make in teaching British students and doing research”, he said.
